It worked with 6.2 for me too, as you described it, but not in 6.3. If I remember correctly, it did not work also in 6.1.
With 6.3, copy to cliboard works ok in my XP...

It seems you are using windows copy/paste. Use the copy command instead ( type copy - or use the toolbar or the menu -, select the entities, pick the base point, go to menu "window", change to the destination drawing, pick the displacement point ).
