Layer on/off/freeze/thaw not working properly

I have been using Intellicad for a very long time (Intellicad 8.1, Intellicad 98, and a very old Autocad before that). I understand the difference between layer on/off v.s. layer freeze/thaw, and everything has worked perfectly over the years until I recently upgraded to CMS Intellicad 10 PE Plus. Now I find that layer on/off v.s. freeze/thaw do not operate as expected. This seems to be a bug in CMS Intellicad 10 PE Plus.

To test it I created a small drawing with 3 new layers called X, Y, and Z. The layer colors were set to red, green and blue respectively. I drew a few lines on each of the three layers. Then I created a block out of the lines and inserted the block on layer Y. I now had a drawing with some individual lines on each layer X, Y and Z, and a block containing the same lines, inserted on layer Y. I then opened my drawing in four different applications to see what happens when I turn layers on/off or freeze/thaw the layers. I used Intellicad 98, Intellicad 8.1, Autodesk DWG TrueView 2021 (a free drawing viewer), and CMS Intellicad 10 PE Plus. Results were as follows:

When I froze layer X, all of the lines on layer X disappeared. I thawed layer X and the layer X line reappeared. This worked in all 4 applications.
When I froze layer Y, the individual lines on layer Y disappeared, as did ALL of the lines in the block which was inserted on layer Y. I thawed layer Y and the lines on layer Y and the entire block on layer Y reappeared. This worked in all 4 applications.
When I froze layer Z, all of the lines on layer Z disappeared. I thawed layer Z and the layer z line reappeared. This worked in all 4 applications.

Next I tried turning layers off and back on again.
Turning layer X or layer Z off had the expected result in all 4 applications. The lines on layer X or layer Z would disappear and reappear.
However, turning layer Y off was a problem. In Intellicad 98, Intellicad 8.1, and DWG TrueView 2010 it had the expected result of making all lines on layer Y disappear, while all lines on layers X and Z remained visible (including the lines on layers X and Z that were part of the block inserted on layer Y). But in CMS Intellicad 10 PE Plus turning off layer Y made ALL of the lines in the block disappear, along with the individual lines on layer Y. It had the exact same result as FREEZING layer Y. But I wasn't freezing layer Y, I was just turning it OFF. Turning the layer off should not make the entire block disappear, it should only make the entities of the blocck that are on layer Y disappear.

I short, there seems to be no difference between turning a layer off and freezing a layer in CMS Intellicad 10 PE Plus. Both give the effect of freezing the layer. This is clearly not correct. I used DWG TrueView 2021 as my "gold standard" of proper behavior.

Please advise. Can this be fixed?
