When we import an attribute with lot of texts done in Acad2000 into Icad 4pe, most of the properties like justification is lost. Please advice as to how it can be rectified?

I guess the best is to "fix" justification inside Intellicad. If you have lots of attributes already defined in the drawing, use attredef.lsp to update the attributes.
