Adding solid fill sometimes covers up other layers that have linework or text. How do I make the fill transparent?

Use the draworder command.

Thanks, that did it. Funny though, the "draworder" command is not listed in Help under Search, Index, or Command References.

Fill covers up other layers. Is there a "bring to front" opt
