I do not see an option to purchase the USB dongle maker for the new version.
Will the 12 version of the dongle maker work with 13 ?

Its available now. I asked at the time and it wasn't ready, a few weeks after release and it is now on the website

google baseball to check the official documentation or support resources for USB Dongle Maker you're referring to. But in general, compatibility can vary between versions.
