Just downloaded 13.1 to try out. It won't accept inches and fractions of an inch in the usual format.

Command: _LINE
ENTER to use last point/[Follow]/<Start of line>: -231'-10 27/32",310'-2 13/16",0"
[Angle/Length]/<End point>: L
Length of line: 23-1/2
A valid distance is needed. Please try again:

Units are set to Fractional. Same thing happens when they're set to Architectural. Insertion Scale set to Inches.
Orthomode, Polar Tracking, Dynamic Input settings don't matter.

It will accept entry like 23.5.

As quick workaround while developers review your feedback, please add " to the fractional input value, e.g., 1-1/10"

I've just had a look at this.
NOTE: I normally work in metric.
Started a new drawing using the Icad imperial template, then set units to Fractions.

I copied this (-231'-10 27/32",310'-2 13/16",0") to paste into Icad, & here is my command history

ENTER to use last point/[Follow]/<Start of line>: -231'-10 27/32",310'-2 13/16",0" (I hit enter)
And this is what appeared.
ENTER to use last point/[Follow]/<Start of line>: -231'-10
A point is needed. Please try again:
ENTER to use last point/[Follow]/<Start of line>: 27/32",310'-2
[Angle/Length]/<End point>: 13/16",0"
[Angle/Length/Follow/Undo]/<End point>: 56 45/64,23 21/128,0
[Angle/Length/Follow/Close/Undo]/<End point>:
Command: '_PMTHIST

It appears that Icad is seeing the space between -231'-10 & 27/32" and interpreting it as an Enter!

I have quickly resolved this fraction issue
